 was formed in late 1996 not only to supplement the services being offered by Aviatec Marketing Services, but to concentrate on the technical issues facing airlines today. Aviatec Flight Services Ltd. is primarily a flight technical company performing functions in the flight operations engineering area for aircraft operators and airlines. Although its focus is Takeoff Analysis and Flight Planning, Aviatec Flight Services also provides:

Jack M. Miles

President

 

 

Jack M. Miles became President of AVIATEC in 1989 after 26 years experience in aviation working in a variety of management and executive roles with Canadian Airlines International Ltd. and is currently using his 36 years of airline experience in senior management roles as described below.

 

Mr. Miles commenced his career with one of the predecessor companies, Pacific Western Airlines Ltd., in the airport operations area.

 

He subsequently served in various sales roles in Western Canada.  After spending five years in a marketing role in the International and charter operations, Mr. Miles was based in Europe as Managing Director – Europe and Africa.

 

Mr. Miles, upon his return to Canada, took over the Passenger Charter operations and was subsequently made the Vice President, Contract and Charter, responsible for all charter activities, scheduled cargo sales and operations, tour operator subsidiary company and all third party service contracts.

 

Further to Pacific Western Airlines Corporation’s purchase of Canadian Pacific Airlines, Mr. Miles was made Vice President for Latin America.

 

From 1987 to 1989, prior to launching AVIATEC, Mr. Miles was the Senior Vice President International, responsible for the commercial and airport operations’ activities throughout the 17 countries served by Canadian Airlines International.

 

During his tenure he was involved with fleet planning and aircraft analysis, as well as being involved in the merger of Transair and Canadian Pacific Airlines after they were acquired by PWA Corp.

 

Mr. Miles was the President of Aeromextour from 1991 to 1994, where he was instrumental in the establishment of a new low cost charter entity for Aeromexico, and during which time he served on the executive committee overseeing the privatization of AeroPeru.  He implemented all required changes such as obtaining a new fleet, crew training, crew scheduling, marketing initiatives and hiring of staff.

 

Since 1994 Mr. Miles has been involved in the activities of Aviatec Marketing Services Ltd.

In particular he has been involved in the management and direction of Lineas Aereas Allegro S.A. de C.V. (Mexico) and has advised and directed in matters relating to fleet acquisition, market planning and organization.

 

Mr. Miles is completely fluent in Spanish and attended the Banff School of Management, completing the Executive Development Program as well as the Finance Program.  From 1979 to 1982 he was awarded a Diploma in Marketing and Sales from S.M.E. at the Faculty of Commerce, University of British Columbia.

 

David A. Orange

General Manager

David Orange joined Aviatec in December, 1990 after 19 years of aviation experience in various management and executive capacities with Pacific Western Airlines Ltd. and later Canadian Airlines International Ltd.

 

Mr. Orange commenced his career with Pacific Western Airlines in the Customer Services Department, and subsequently assumed a variety of roles in management leading to the position of Senior Director Passenger Charter responsible for the viability and operations of all charter activities in the domestic, transborder and international environment.

 

Just prior to leaving Canadian Airlines, Mr. Orange held the position of Director, Latin America.  In this role Mr. Orange was responsible for all scheduled operations into Mexico, the Caribbean, and Central and South America.

 

During his nineteen years at Canadian Airlines, Mr. Orange was directly involved in the development of new charter markets and destinations, and was involved with the aircraft selection and leasing arrangements for this activity.

 

Cam Peckinpaugh, A.Sc.T

General Manager

 

Aviatec Flight Services Ltd.

 

 

Cam Peckinpaugh became General Manager of Aviatec Flight Services Ltd. in April of 1997 after 29 years in the aviation industry in a variety of technical and management roles with Canadian Airlines International Ltd.

 

Mr. Peckinpaugh began his career with Pacific Western Airlines in 1968, in the engineering department.

 

He served on many teams while in the engineering area and became involved in many interesting projects such as, Aircraft Interior Design, Flight Data Recorder Design and Installation, Fuel Economy Procedures and Monitoring, Performance Engineering.

 

In 1981 Mr. Peckinpaugh moved from the engineering department to Flight Operations Technical and became involved in Takeoff and Landing Runway Analysis, Weight and Balance System Design and Procedures, and Flight Planning Performance Database support.

 

After the purchase of Canadian Pacific Airlines by Pacific Western Airlines, Mr. Peckinpaugh was made Manager Flight Technical Services responsible for the planning and administration of the department by providing management and technological skills in support of safe and efficient flight Operations.

 

In 1991 Mr. Peckinpaugh became the Manager Flight Dispatch with the responsibility to ensure the day to day flight dispatch functions were accomplished safely and efficiently in accordance with the Company Flight Operations Manual, the Flight Dispatch Standard Operating Procedures Manual and Transport Canada Regulations.

 

 

Among his many technical achievements Mr. Peckinpaugh has designed computerized weight and balance loadsheets for major airlines, and has designed a computer system to locate performance takeoff analysis in the cockpit for the Canadian Miltary A310 squadron.

 

Mr. Peckinpaugh holds a Diploma of Technology in Aeronautical Engineering from the Southern Alberta Institute of Technology and is a registered member of the Applied Science Technologists and Technicians of British Columbia.  Mr. Peckinpaugh has excellent interpersonal and communications skills augmented by superior computer skills in Windows 95/98/NT, Word, Excel, Basic, VBA, Fortran and the Internet.

 

Syl Kalyn

Manager Weight and Balance Systems

Mr. Kalyn’s career in the airlines started in 1968 with a position in the Flight Operations department of Pacific Western Airlines as a navigator.  During this time he flew both domestically and internationally.

 

 

In 1972 Mr. Kalyn joined the Flight Technical department at Pacific Western.  During his tenure in Flight Technical Mr. Kalyn worked on many Flight Operations Engineering projects inlcuding:

           

·         Takeoff Weight Analysis

·         Reduced Thrust Procedures

·         Fuel Economy Procedures

·         Emergency Procedure Design and Implementation

 

 

Mr. Kalyn has extensive training and accreditation in Aircraft Type Performance Engineering and in the development of Instrument Approach Procedures.  He also possesses comprehensive experience in Weight and Balance Procedures and Load Planning Systems.  Mr. Kalyn also has much experience in conducting Flight Crew Training programs and courses in Weight and Balance procedures and Automated Load Planning Systems.

 

Cliff Beck

Manager Flight Technical

Mr. Beck’s career in the airlines started in 1966 with a position in the Flight Operations department of Pacific Western Airlines as a navigator.  During this time he was responsible for Arctic Operations and the development of the Arctic Navigation Manual.

 

 

In 1980 Mr. Beck became the Manager of Flight Technical at Pacific Western.  During his tenure in this capacity he worked on the development of a Company Manual of Standards and Procedures for Engine Inoperative Criteria which later became a Transport Canada working paper for ICAO.

 

 

In 1986 Mr. Beck became responsible for the B737 and B767 Runway analysis, airport inspection and approval for all aircraft types and the airport physical characteristics database in support of runway analysis as a Senior Airports Analyst.

 

 

Prior to becoming the Manager Flight Technical for Aviatec Flight Services Ltd. in 1997, Mr. Beck was responsible for Takeoff Weight Analysis for all aircraft types at Canadian Airlines International Ltd.  He also worked in areas of airport design, construction and repair and noise criteria.  He was the Senior Technical Representative for airside operations during the development of Toronto and Vancouver airports.

 

 

Mr. Beck has extensive training and accreditation in Aircraft Type Performance Engineering and in the development of Instrument Approach Procedures.  He also possesses comprehensive experience in dealing with Transport Canada, F.A.A, IATA and ICAO personnel, procedures and regulations regarding aviation operations.

 

Edward J. Valka

Vice President Financial Services

 

Aviatec Marketing/Flight Services Ltd.

 

 

Mr. Valka is a Certifed Management Accountant of Canada and is an aviation industry veteran of thirty-eight years.

 

Among his many titles he has been Controller of a large regional airline, assuming responsibility for all financial aspects of the airline, including evaluations of corporate acquisitions. He has also been appointed General Manager of a major tour operator, and held the post of Senior Director, Financial Evaluations for Canadian Airlines International.

 

Prior to leaving Canadian Airlines Mr. Valka served as General Manager for the airline in Europe, where he was responsible for all administrative marketing, and operational areas

for the company.

 

Since joining Aviatec he has provided management, accounting and marketing services to various clients in the aviation industry, including the recent evaluations of new start up operations.

 

Felix Rio

Director Air Cargo Services

Aviatec Marketing/Flight Services Ltd.

 

Felix Rio has been acting since 1995 as a Senior Consultant for various international organizations such us Lan Chile, Vancouver International Strategic Services, Vancouver Airport Services and in conjunction with Lufthansa Consulting Services, the organization of the Air Cargo Division for Allegro Airlines in Mexico and at the same time the Feasibility and Strategic Marketing Studies for the operation of a " Dedicated Air Cargo Airport" located in Monterrey, Nuevo Leon state of Mexico.

With over 30 years of experience in the airline industry, he is well known as an expert on all air cargo matters as well as having an extensive knowledge of the European, North and South American markets. For over three years he was also responsible for cargo sales and service activities in the Far East. He was involved in several air cargo projects while based in Chile, Mexico, London, England, Milan and Rome and from Italy, he was controlling the Middle East, Northern Africa and Southern European territories. He has held several senior positions with various airlines and from 1990 to 1995, he was the President and CEO of Aeromexpress Airlines of Mexico with full responsibilities for the creation and operation of the airline from strictly line flights into a fully IATA certified all cargo carrier. He was fully responsible for the company's emergence operating its own freighter airplanes involving more than fifteen flights per week to international destinations including Amsterdam, Paris and Sao Paulo, Brazil. Prior to that he held senior positions with Canadian Airlines controlling cargo activities in South America, Europe, Canada and the Far East.

Most recently, Mr. Rio has been responsible for all matters related to the transition period involved in the operation and management of the International Airport for Santiago, Chile, the International Airport for San Jose, Costa Rica and the four major International Airports for the Dominican Republic including, the preparation of all operational manuals and other related data. He also assisted the vice president in charge in hiring the management personnel who conducted operations in Chile.
